Is the one of the better good value tasty place?
Around $20 per person, that would be good value with the portions of raw fresh fish meats and side dish, especially in this part of the town.
My friend do not eat raw fish. Will the chef be able to accomodate like torching the raw to cooked state ?
They probably can. Or they can do a replacement.
What are the payment modes? AMEX card accepted?

Is calling to book the only option?
There are 2 main ways to go about it. 1. The most convenient way is to plan ahead and make an online booking via their booking website. Google "Libro Booking Teppei" and one of the top searches would be the correct page. There are instructions on how to reserve seats, so just follow it and it's pretty straightforward. Do note you'll need to attach a credit card in the event that you no-show. 2. Follow their Facebook page, they will post updates when they have cancellations, it would be good to give them a call to snap those seats up.
Can u dine without booking
There is 2 sides of the restaurant. Can go for the alacarte or omakase standard set on the left side that is for walk in. The other side of the restaurant will required booking in advance that is for the special omakase menu.

Reservations are normally made weeks or months ahead. Its not likely you can secure a table on the same day last minute
